That much was clear soon after the November midterms, when Schumer started gauging where Democratic senators stood on $5 billion for a border wall through one-on-one conversations in his office.

Currently, an estimated 54,000 Customs and Border Protection agents and customs officers with DHS are working without pay as the shutdown continues into the New Year. The package does not include the $5 billion Trump wants for the wall on the southern border.

The agencies affected by the shutdown make up about 25 percent of the portion of the federal government that is funded by Congress. Trump previously said he'd accept steel slat fencing, which already exists in some parts of the border. Democrats have remained committed to blocking any funding for the wall.

Negotiations over the partial government shutdown stalled over the holidays.
