Moon-Kim 3rd Summit to Top Trio of Inter-Korean Events

The benefit of establishing the joint liaison office, said Moon Chung-in, is that it allows for direct communication between North and South Korea. -North Korea talks back on track.

At the September 5 meeting with Moon's envoys, Kim voiced hope that denuclearization of the Korean Peninsula will take place during Trump's current term in office through January 2021, South Korean officials said.

"The inter-Korean joint liaison office is a channel for round-the-clock communication in the new era of peace".

Moon and Kim's third meeting comes as Moon plays the role of mediator to help the USA and North Korea find middle ground amid stalled denuclearization talks.

The UNC controls the southern part of the heavily fortified Demilitarized Zone, a 2.5-mile wide buffer zone that has divided the peninsula since the 1950-53 Korean War ended in an armistice instead of a peace treaty.

"One of the roles we should play in the middle is to find the point of contact and present it, and expedite dialogue again to accelerate the denuclearisation process".

South Korea will station about 20 civil servants there, while the North will deploy 15-20 officials, according to reports.

A summary of the experts report obtained in early August by The Associated Press also said North Korea has not stopped its nuclear and missile programs.

The United States has called an urgent meeting of the UN Security Council for Monday in response to what it says are efforts by some countries to undermine sanctions against North Korea.

The two Koreas will be holding a closed working-level meeting on Friday to discuss the logistics of next week's summit, an official at the South's presidential office said.

Both Koreas are calling for a declaration by the end of the year, but the USA wants to see more concrete steps toward denuclearization first, and some analysts say a declaration could put pressure on the U.S.to withdraw its troops from South Korea. However, with Seoul wary of angering Washington over breaches of UN Security Council sanctions, there is no indication that is about to happen.

Moon's trip will mark his third summit with Kim this year after he orchestrated a rapid diplomatic thaw on the peninsula and brokered June's Singapore summit between the North Korean leader and US President Donald Trump.

The Korean War ended with an armistice, not a peace treaty, leaving US -led United Nations forces including South Korea technically still at war with the North. The North's official has not been named yet.

The resumption of the Kaesong park and other dormant inter-Korean cooperation projects won't likely happen anytime soon because US -led global sanctions on North Korea remain in place.

"If President Moon manages to help both sides move toward some kind of framework agreement, he could indeed wind up being a catalyst for negotiations, but that's a very tough task".
