Protesters also disrupted the proceedings.

Kavanaugh is a conservative judge - some scholars have argued he is one of the most conservative federal judges. He even cited times when justices appointed by Democratic presidents dodged answering how they'd rule on hot-button issues during their confirmation hearings.

Democrats have been fiercely critical of the Trump administration for not providing sufficient documentation about Kavanaugh's time in Bush's White House, where he may have played key roles in terrorism-related decisions such as permitting the torture of detainees.

Tillis went on to say, "I think we have before us an eminently qualified judge, and I am personally insulted when members on the other side of the aisle suggest I am complicit in evil if I support the nominee". Kamala Harris, of California.

Answering a question from Democratic Senator Richard Blumenthal, Kavanaugh said he could not commit to recusing himself from any cases involving investigations or civil lawsuits relating to the president.

Grassley denied his request, but the arguments persisted. It clearly annoyed and distracted Orrin Hatch (R-Utah). They took turns yelling as senators spoke, with one shouting, "This is a travesty of justice", while another shouted, "Our democracy is broken", and a third urging, "Vote no on Kavanaugh".

Brett Kavanaugh, Donald Trump's conservative nominee for the USA supreme court, faced sharp questions on Capitol Hill on some of the hottest issues raging in American society - abortion, gun rights and presidential power - during the second day of his dramatic confirmation hearing.

When asked if he's heard anything objectionable in Kavanaugh's testimony so far, Manchin told CNN on Wednesday, "I haven't seen anything from that standpoint".

In stressing his independence, Kavanaugh pushed back against suggestions that after his time on independent counsel Kenneth Starr's team investigating Bill Clinton in the 1990s, he no longer believes a sitting president should be investigated. "All I can say is that was my view in 1998", Kavanaugh said.

Kavanaugh declined to answer a series of questions about the powers of the president, questions important to Democrats particularly because of ongoing investigations surrounding President Donald Trump.

Sens. Susan Collins of ME and Lisa Murkowski of Alaska are the only two Republicans even remotely open to voting against Kavanaugh, though neither has said she would do so. I do not decide cases based on personal or policy preferences; I'm not a pro-plaintiff or pro-defendant judge.

"A judge must be independent and must interpret the law, not make the law".

"I would always strive to be a team player on the Team of Nine", he added.

"It's settled as a precedent of the court, entitled to respect under principles of stare decisis", Roberts said.

A protester is removed by Capitol police during the hearing of Supreme Court nominee Brett Kavanaugh.

Ironically, protesters continued to shout as Kavanaugh discussed how he tried to be respectful in court. His conservative record includes a dissenting opinion a year ago that would have denied immediate access to an abortion for an immigrant teenager in federal custody. He wouldn't say whether a sitting president could be subpoenaed (something Mueller threatened to do to Trump and could end up at the Supreme Court). He retired in July. In 2013, Democrats set the precedent for the Republicans' move by lowering the confirmation vote margin to 50 votes for most other executive nominees.

But Kavanaugh stressed the importance of judicial independence. Questioning will begin Wednesday and last at least two days.
