Vienna is the world's most liveable city

The Economist Intelligence Unit ranks 140 urban centers on such factors as political and social stability, crime, education and access to health care.

Melbourne has officially lost its perennial spot at the top of The Economist Intelligence Unit's liveability rankings, which it has held for seven years.

Both cities achieved their highest ranking on the survey this year thanks to a decline in crime rates as well as improvements in public transportation.

Vienna, the capital of Austria, has replaced Melbourne as the world's most liveable city.

The other cities in the top 10 were Osaka, at number three, Tokyo and Copenhagen.

Vienna scored a "near-ideal" 99.1, beating Melbourne into second place on 98.4.

Meanwhile the French capital Paris and the UK's Manchester, whose rankings have fallen in previous years due to terrorist attacks, recorded the biggest improvements of the past 12 months in overall scores and stability ratings.

Osaka, Calgary and Sydney completed the top five in the survey, which the EIU says tends to favor medium-sized cities in wealthy countries, often with relatively low population densities.

"Although it was overtaken by Singapore in the rankings for the first time previous year, Hong Kong has now surpassed its regional rival, albeit with only a marginal difference of 0.1% overall".

"Although the cities ranked among the most liveable in the world remain largely unchanged, there has been pronounced movement within the top tier of liveability", the report said.

Unsurprisingly Syria's war-torn capital Damascus continues to languish at the bottom of the list, with an overall score of 30.7.

Dhaka in Bangladesh, Lagos in Nigeria, Karachi in Pakistan and PortMoresby in Papua New Guinea made up the top five least liveable cities.

"The Middle East, Africa and Asia account for the ten lowest-scoring cities in the survey where violence, whether through crime, civil insurgency, terrorism or war, has played a strong role".
