Washington is leading a multi-state lawsuit against the Trump administration over its plan to allow the online distribution of guides to 3D printing firearms.

People can use the plans to manufacture a hard-to-trace plastic gun using a 3D printer.

"The harm to Pennsylvanians would have been immediate and irreversible", Shapiro said in a statement.

The firearms can be printed without the serial numbers required of licensed manufacturers, leaving the guns invisible to background checks and untraceable by law enforcement, earning them the name ghost guns.

The new lawsuit against the State Department was filed in Seattle, Wash., federal court by Washington state Attorney General Bob Ferguson, along with New York, New Jersey, Massachusetts, Connecticut, New Jersey, Pennsylvania, Oregon, Maryland, and the District of Columbia. The settlement would allow Defense Distributed to legally release downloadable gun blueprints as of Wednesday. The federal government had prevailed at every step in the court process, according to PBS, until they suddenly agreed to settle Wilson's lawsuit out of court, allowing him to distribute the plans and even giving him $40,000 in legal fees.

"This is where we are taking gun rights in the future, in the future all guns will be made by 3D printers, all cars will be made by 3D printers", said Alan Gottlieb with the Second Amendment Foundation. As recently as April, the government in court filings argued downloadable guns would allow extremist groups and criminals overseas unfettered access to arms.

Separately, attorneys general in 21 states urged U.S. Secretary of State Mike Pompeo and Attorney General Jeff Sessions on Monday to withdraw from the settlement with Defense Distributed, saying it "creates an imminent risk to public safety". In an email, Wilson said he had uploaded the plans to its website on July 27 and that they were already available to download.

The lawsuit challenges the outcome of another 2015 case that began in 2013 when Cody Wilson, the owner of Defense Distributed, was found by the U.S. Department of State to have violated the federal International Traffic in Arms Regulations (ITAR) after publishing downloadable plans for 3D-printed guns online.

The Commonwealth's lawsuit alleges violations of the Pennsylvania Uniform Firearms Act of 1995 and the Federal Gun Control Act of 1968, as well as Pennsylvania's Unfair Trade Practices and Consumer Protection Law. "Defense Distributed was promising to distribute guns in Pennsylvania in reckless disregard of the state laws that apply to gun sales and purchases in our Commonwealth".

But several efforts to stymie Defense Distributed have hit roadblocks. The company promises that by joining, members "do more than protect the Second Amendment".

The news release didn't say how long the agreement, which was reached in a Sunday emergency hearing in U.S. District Court in Philadelphia, would last.
