Trudeau Continues to Back Controversial Kinder Morgan Oil Pipeline

She said it's crucial now, more than ever, and she accused the Liberals of killing Northern Gateway pipeline and Energy East, leaving Canada nearly entirely dependent on the U.S.

Before Trudeau's press conference Alberta Premiere Rachel Notley first revealed that discussions had begun with Kinder Morgan, and stressed the federal government's authority over the project.

Notley says Alberta will buy an equity stake in the pipeline, or even buy the whole thing if necessary.

Horgan's government has delayed the project through legal objections, and said it would use "every tool in the toolbox" to obstruct development. "They won't happen in public, but as soon as we have something to announce, I promise we will let you know".

First Nations leaders also remain opposed, and dismissive of claims that his Government has consulted widely with the local Indigenous community.

"It is a project in the national interest", Trudeau said.

That, taken together with the current stalemate between the provincial government and the federal one, brings to clear contrast just how large the cultural differences are between the west and east coasts of Canada.

He said the federal government should not accept Horgan's proposal that it join the reference to the Supreme Court.

The Trudeau government officially approved the project in November 2016, subject to 157 conditions. "And the process the Trudeau government has used following on from the Harper government has not been in our interest".

The Canadian energy industry has seen an increasing level of uncertainty in recent times, with the opposition facing Kinder Morgan's Trans Mountain Pipeline not being an isolated incident.

"We continue to disagree on the question of moving diluted bitumen from Alberta to the port of Vancouver", he said.

Greenpeace Canada warned in a statement that "if Trudeau believed he can ram his pipeline through, he is misreading both the Constitution and the electorate, while underestimating the opposition on the ground".

Notley says the delays have caused the Canadian economy to miss out on millions of dollars in revenue each day. "It means good jobs in BC, thousands of them as the pipeline is built".

The premier's office said about 80,000 barrels of refined fuels go to B.C. each day, transferred by pipeline, vehicle and train. That's the essence of stability and peace.

Bill 12 is one of several threats Alberta has made over B.C.'s actions, which have delayed construction on the pipeline and could spook investors.

"The prime minister is saying they are in negotiations with Kinder Morgan to ensure an end to uncertainty".

As defence minister in Brian Mulroney's government in 1988, Beatty was tasked with replacing the War Measures Act with the Emergencies Act. Ottawa could buttress that support by enacting emergency legislation that would force the project to move ahead. I think there's enough evidence to say that the risk can be mitigated, and the economic and societal benefits far exceed any of the risks. He has to not only please British Columbia, Alberta and the natives.
