Baltic leaders have increased their criticism of Russian Federation since it annexed part of Ukraine in 2014, but their White House visit comes at an unusual time for U.S.

Some foreign policy analysts say both the United States and North Atlantic Treaty Organisation need to be careful about any military-type moves in the Baltic countries, lest they trigger a confrontation with Russian Federation.

"The details really matter here", said Stephen Vladeck, a professor at the University of Texas School of Law.

"We're going to be doing things militarily". The aide said there was no indication that a specific plan had even been formulated yet.
