Sen. McConnell proposes bill to legalize hemp as a commodity

The most important piece of the legislation is that hemp would be removed from the list of controlled substances and legalized as an agricultural commodity.

"Some challenges remain today between the federal government and farmers and producers in Kentucky", McConnell said at the event, suggesting he will continue to use legislative powers to stress the difference between "hemp and its illicit cousin". McConnell said on Monday.

Now hemp can only been grown with a federal permit because it is classified as a controlled substance due to it's close relation to marijuana. The agency in 2017 issued a statement to the site The Cannabist alerting consumers that it still considered CBD oil to be a Federal I controlled substance that can not legally be produced in the United States.

"My bill would also give researchers the chance to apply for competitive federal grants from the US Department of Agriculture". "I am grateful to join our Agriculture Commissioner Ryan Quarles in this effort". Since the USA has been out of the hemp game for some time, harvesting innovations haven't occurred.

"Here in Kentucky, we have built the best Industrial Hemp Research Pilot Program in the country and have established a model for how other states can do the same with buy-in from growers, processors and law enforcement", Quarles said.

Over 30 states since then have launched pilot programs to grow hemp with some sort of research component, though the state laws vary in strictness because of conflicting interpretations of the federal farm bill. Other states with agricultural bases looking to get involved in hemp production are also eager to see it pass.

As a Kentucky native, McConnell has always been an advocate of hemp as a cash crop.

"This is a huge development for the hemp industry", Mr. Steenstra said. Since it passed, Kentucky's hemp industry has been booming. The Trump administration has taken a tougher stance on marijuana. Tobacco production dropped sharply in Kentucky amid declining smoking rates.

As a champion of the hemp industry, McConnell recently successfully passed the 2018 Omnibus Spending Bill which included language that specifically approves the interstate and worldwide transportation of hemp and hemp-derived products.
