Russia Vetoes UN Resolution Condemning Iran in Yemen

"If Russia is going to continue to cover for Iran then the USA and our partners need to take action on our own".

In December, US ambassador to UN Nikki Haley posed in front of the partially incinerated remains of a missile, purported to be Iranian-made and fired into Saudi Arabia from Yemen.

Britain initially included a condemnation of Iran in its draft resolution to extend sanctions and the mandate for the panel of experts to continue their work - but dropped it because of Russian opposition. It would also expand sanctions criteria to include "any activity related to the use of ballistic missiles in Yemen".

But on February 26, Nebenzya said the USA conclusion that Iran had supplied the rebels was "uncorroborated" and he said the evidence "requires verification and discussions within the sanctions committee" before the United Nations council can act on it.

The text, strongly supported by the United States, won 11 favourable votes at the 15-member Security Council but was blocked by Russia's veto.

Washington has charged Iran with supplying Yemen's Houthi rebels with arms including surface-to-surface missiles that have been used against countries supporting a Saudi-backed offensive against the militants.

The Council approved another draft resolution proposed by Russian Federation.

"We don't have any illusions with regard to Iran's policy towards Israel, Iran's role in the region. and also what they do in terms of constructing ballistic missiles", the diplomat said.

The confrontation between the government forces and the Houthis (the supporters of the Ansar Allah movement) has been going on in Yemen since August 2014.

Both texts envisioned extension of the weapons embargo and other sanctions, including assets freeze and banned trips for persons implicated in Yemen's destabilization, throughout February 26, 2019 and prolongation of the power of a group of experts monitoring their enforcement - until March 28, 2019.

In March 2015, a Saudi-led coalition began a devastating bombing campaign against the Huthis that the United Nations estimates has killed more than 10,000 people, displaced 2 million, and created the world's worst humanitarian disaster.

The administration of U.S. President Donald Trump a year ago agreed to sell the Saudis more than $100 billion in weapons, despite concerns among some members of Congress about the toll on Yemeni civilians from the Saudis' bombing campaign. While the panel accused Iran of flaunting the embargo by "failing to take the necessary measures to prevent the direct or indirect supply", it fell short of identifying the supplier of the weapons.

Khoshroo went on to say that there is no military solution to the crisis in Yemen, adding that Iran believes in a political solution.

Iran has repeatedly denied arming the Houthis in Yemen, despite claims by the United States and Saudi Arabia that the evidence of an arms connection is irrefutable.
